In terms of tight continuity that makes the best use of the concept, including great, stand alone movies, the Godzilla series falls pretty short. The Gamera Trilogy on the other hand is probably the best example of a kaiju continuity utilized with top tier quality.

The first 40 minutes were interesting enough but I got really bored at the hour mark and went to the third act. It's a slog of a kaiju movie, while I do appreciate it's realism and darker tone.

The 1998 movie is part of its own continuity.
GMK just includes the 1998 garbage in its own continuity, due to the joke made at the beginning of the film.
So they're still two continuities since one doesn't include GMK.
